Naperville's Community Advocate Response Team (CART), launched in 2022, has demonstrated significant cost savings and improved patient care. In 2024, the program saved the city an estimated $5 million by diverting 1,005 out of 1,488 incidents away from emergency departments. The CART team, focusing on mental health crises, connects patients with appropriate resources, fills prescriptions, and ensures follow-up care, all while reducing the burden on emergency services.

An Update From Last Week
On April 10, 2025, the U.S. Department of Health and Human Services terminated grants for community paramedicine programs across Maine, affecting services in Portland, Waterville, Topsham, and other municipalities. These programs, which offered in-home check-ins, tests, fall prevention measures, and other services to keep patients out of hospitals, have been severely impacted. The sudden funding cut has left hundreds of patients without crucial support, highlighting the vulnerability of such programs to federal policy changes .
